This workshop will present a variety of GIS tools that may assist transportation planners in the state DOT’s, MPO’s, counties and local government’s processes in the area of project prioritization, environmental and socio-cultural analysis, safety and traffic modeling. The workshop will describe the place of each tool in the larger picture of transportation planning, followed by a description of the required GIS databases and tools’ operation environments such as web-based or standalone. The workshop will include a description of the main components of each tool followed by a demonstration of their operation. Basic knowledge of GIS is essential to attend this workshop.

and various interests. Elected officials have the power to promote and
sustain a good plan . . . or to undermine or even destroy it.
In this workshop, we'll focus on ways to help bridge the gap between the
technical and political in a lively exploration of communication modes
and political realities. Topics will include:
- An Elected-Eye View of the transportation decision environment
- Strategies for visual and oral communication of technical
information
- Facilitating constructive dialogue among elected officials and
between elected officials, technical staff, stakeholders, and the
general public.

In this session, Members of various facets of the transportation planning community will discuss the successes and lessons learned about communication and collaboration in order to promote user awareness and an improved state of the practice. Topics to be covered include: How do ideas move? How does best practice get promoted? How is an industry made aware of available resources? And what happens when systems are not in place for the effective communication of ideas, best practices and available resources? How do programs such as the Travel Model Improvement Program and the Transportation Planning Capacity Building Program impact the transportation planning community, and what of communities, programs or issues that don’t have this type of support? Is success or failure predicated on support infrastructure, and if so, how do you get the infrastructure up and running?

Presentation:
This three part session will begin with an overview of the Joint FTA/FHWA Planning regulation issued on February 14, 2007 (Valentine’s Day), with emphasis on new and changed provisions. This will be followed by presentation of a cross-section of short case study examples of how these new and changed provisions are already being followed in a cross-section of transportation planning processes by MPOs, States, and transit operators. The third segment will feature a short overview of transportation planning elements that have proven most influential to conducting a credible transit Alternatives Analysis in preparation for seeking FTA New Starts funding.

Presentation: Visualize Your Assets with HERS-ST
Robert Mooney, FHWA
The HERS-ST software is an asset management decision tool used to analyze highway “needs” for programming and planning at the State and MPO level. HERS-ST answers questions such as:
- What level of capital expenditure is justified on benefit-cost grounds?
- What user cost level will result from a given stream of investment?
- What investment level is required to achieve a certain level of performance?
- What is the cost, over 20 year, of correcting all existing and accruing highway deficiencies?
Hands-on Demonstration: This HERS-ST workshop will provide a hands-on demonstration to the software and will focus on utilizing the decision tool’s GIS capability to visualize highway infrastructures. The workshop will demonstrate and instruct the participant on how to utilize and display asset management data in a GIS forum. Participants should bring their own laptops if they desire to actively participate. Copies of software will be available for use during workshop.
